Board of Managers

Board members serve staggered three-year terms and are elected by the physician partners.

Bruce Moskow

Bruce Moskow, MD, JD, FACEP, FAAEM

Founding Partner
President, Board of Managers

Dr. Moskow is the current President of Emergency Service Physicians, PLLC, and serves on the Board of Managers. As a managing partner, he is directly involved in the day-to-day operations of ESP.

He received his medical degree in 1979 from the University of Texas Medical Branch at Galveston and a law degree in 1983 from University of Texas School of Law. He is ABEM Board Certified, and Re-certified, in Emergency Medicine. He is a Fellow of the American College of Emergency Physicians, and is a founding member and Fellow of the American Academy of Emergency Medicine. He performs quality reviews for the Texas State Board of Medical Examiners.

Dr. Moskow served as Medical Director of the Seton Northwest Hospital Emergency Department from its opening in 1991 until 2003. He is a Past Chief of Seton Northwest’s Medical Staff and Past President of the Seton Family of Hospitals Medical Staff. He was a founder and was on the original Board of Directors of the Emergency Department Practice Management Association. He serves as an elected Councilor from the Texas College of Emergency Medicine to the American College of Emergency Medicine, and is on the Board of Directors of the Emergency Medicine Risk Retention Group. In 2012, he was elected Secretary of the Board of Directors of the Texas College of Emergency Physicians.

 Sam Roberts

Sam Roberts, MD, FACEP

Dr. Roberts is a founding partner of ESP and has served as the Medical Director for the Emergency Department at Seton Medical Center since 1987. As a managing partner, he is directly involved in the day-to-day operations of ESP and serves as Secretary of ESP's Board of Managers.

Dr. Roberts graduated in 1978 from the University of Texas Medical Branch (UTMB) at Galveston. He was Board Certified in Family Medicine in 1981 and was Board Certified in Emergency Medicine in 1987; he was certified by the Board of Forensic Examiners in 1997.

In addition, Dr. Roberts is a Clinical Assistant Professor of Emergency Medicine for UTMB and is Clinical Faculty Member of the UT Southwestern-Austin Emergency Medicine Residency program.

From 1991 through 2008, Dr. Roberts served as Chairman of the Pharmacy and Therapeutics Committee for the Seton Family of Hospitals. He is Past President of the Seton Family of Hospitals medical staff, and is Past Chief of Staff for Seton Medical Center-Austin. He is also a Board Member of the Seton Fund, a member of the Seton Medical Center-Austin Medicine/Ambulatory Performance Improvement Committee, Seton Brain and Spine Committee, Stroke Team, Acute Coronary Syndrome and MI Team for Seton Medical Center, and Surviving Sepsis Goal Directed Therapy Team for Seton Medical Center. Dr. Roberts has also been a Physician Reviewer for The Texas Medical Board.

Dennis Watts

Dennis Watts, MD, FACEP

Executive Vice President of Business Integration

Dr. Watts is Executive Vice President of Business Integration for Emergency Service Partners and serves on the Board of Managers. He remains active in clinical practice and uses his experience to play a key role in building effective emergency departments with new ESP contracts.
 
He received his medical degree from the University of Arkansas Medical School and completed his residency in Family Practice at the University of Utah. Dr. Watts is board certified in Emergency Medicine and Family Practice. He received an M.S. in pharmacology at the University of Arkansas in 1977. He was an Assistant Professor at the University of Texas at San Antonio on both a full-time and part-time basis for five years, and is a Clinical Assistant Professor of Emergency Medicine for the University of Texas Medical Branch (UTMB) at Galveston.
 
Dr. Watts has worked in emergency medicine as both a staff physician and emergency department medical director. He has served as the medical director at both Seton Highland Lakes Hospital in Burnet and Seton Southwest Hospital in Austin; he was also Chief of Staff at Seton Southwest from 2005 to 2007. He has served as interim medical director at St. Joseph Medical Center in Houston, Texas Health Presbyterian Hospital in Flower Mound, and Seton Smithville Regional Hospital.

Patrick Crocker

Patrick Crocker, DO, MS, FACEP

Member, Board of Managers

Dr. Crocker serves as the emergency department medical director at Dell Children’s Medical Center, a Level I trauma center in Austin, TX. He is also a governor’s appointee to the Texas Medical Board, where he is chair of the Committee on Specialty Certification and serves on the Disciplinary and Licensure committees.

Dr. Crocker graduated in 1980 from the University Health Science Center, College of Osteopathic Medicine and Surgery, in Des Moines, Iowa. He completed his residency in Emergency Medicine at Darnall Hospital in Texas. He is Board Certified in Emergency Medicine by the American Board of Emergency Medicine and is a fellow of the American College of Emergency Medicine.

From 1986 to 2007, Dr. Crocker served as the emergency department medical director at Brackenridge Hospital and Children’s Hospital of Austin. He is a past member of the Seton Healthcare Network Executive Board of Directors, past Chairman of the Austin/Travis County EMS Quality Assurance Board, past Chairman of the Travis County Medical Society EMS Committee, has served as a Trauma Center Review Consultant for the American College of Surgeons, was President of the Seton Network medical staff, and Chief of Staff at Brackenridge Hospital. He previously served as EM residency director and as a Medical Director at the Seton Emergency Department. He also served on the Texas state panel on Access to Indigent Care and on the Texas state panel on Access to Psychiatric Care.

Robert "Bob" Harding Jr.

Robert “Bob” Harding Jr., DO, FACEP

Dr. Harding is the emergency department medical director at Seton Highland Lakes Hospital in Burnet, TX, where he also serves as trauma medical director and vice chief of staff. He was elected to the ESP Board of Managers in 2010.

Dr. Harding serves on the board of the Capital Area Trauma Regional Advisory Council (CATRAC) and is chair of the CATRAC stroke committee. In addition, he served as the assistant ED medical director for Seton Southwest Hospital in Austin, and in 2009 he was a Leadership and Advocacy Fellow for the Texas College of Emergency Physicians.

Originally from New York, he received a B.S. in pharmacology from SUNY Stony Brook in 1998 and earned his medical degree from the Lake Erie College of Osteopathic Medicine. He completed his emergency medicine residency as Chief Resident at Lehigh Valley Hospital-Muhlenberg in Bethlehem, PA, in 2006.

Dr. Harding is actively involved in helping to recruit high-caliber physicians to ESP and created a mentorship for new ESP physicians in 2007. Within the emergency departments he serves, he also works to promote patient and ED team safety, improve the efficiency of ED operations, institute best practices, and foster an environment of teamwork and high reliability.

Brian Price

Brian S. Price, MD, FACEP

Member, Board of Managers

Dr. Price has served as an attending physician and as a member of the emergency medicine faculty at University Medical Center Brackenridge and Dell Children’s Medical Center in Austin, Texas, since 1998. He was elected to the ESP Board of Managers in 2007.

In addition, Dr. Price has served as a medical director for the Air Evac Lifeteam helicopter service since 2005, responsible for 11 bases and 65 crew members, and is the medical director for Jewett EMS, Inc. He has also served as medical director of the Bastrop EMS and as interim medical director for St. Joseph Medical Center in Houston, Texas.

Dr. Price is one of the core faculty members for the new UT Southwestern-Austin Emergency Residency program at UMC Brackenridge. He also donates time to Austin’s Volunteer Health Clinic.

Raised in Houston, Texas, Dr. Price graduated from the University of Texas at Austin with a degree in Middle Eastern Studies. He went on to earn his medical degree from the University of Texas Medical Branch in Galveston in 1995 and completed his residency in emergency medicine at University Medical Center in Tucson, Arizona.

Outside the emergency department, Dr. Price enjoys water skiing, backpacking, and other sports.

Rhett Reed

Rhett A. Reed, M.D., FACEP

Dr. Reed has served as a member of the ESP Board of Managers since 2008. He is the Medical Director of the Emergency Department as well as the Trauma Medical Director at Seton Medical Center Hays in Kyle, Texas. Dr. Reed served as Chief of Staff for the hospital from its opening in September 2009 through December 2011.

Dr. Reed received his medical degree from the University of Texas Medical Branch in Galveston, Texas, in 1989 and completed his residency in Emergency Medicine at Orlando Regional Medical Center in 1992. Raised in Alvin, Texas, he received a B.S. in biology from Texas A&M University in 1985. He is Board Certified in Emergency Medicine by the American Board of Emergency Medicine and is a Fellow of the American College of Emergency Physicians.

Prior to accepting the medical director role at Seton Medical Center Hays, Dr. Reed was an attending emergency physician at University Medical Center Brackenridge and Dell Children’s Medical Center of Central Texas (previously Children’s Hospital of Austin) for 17 years. He serves on multiple hospital committees for Seton Medical Center Hays and for the Seton Healthcare Family. In addition, Dr. Reed has served as the Medical Director for the Texas Division of Acadian Ambulance Service, Inc. since 2007.

When not in the emergency department, Dr. Reed enjoys fishing on North Padre Island and hunting/ ranching in Flatonia, Texas.

Christopher Ziebell

Christopher Ziebell, MD, FACEP, FACF

Dr. Ziebell has served as the medical director of the emergency department at University Medical Center Brackenridge in Austin, Texas, since 2007.

Since moving to Austin in 1998, Dr. Ziebell has served in leadership roles as Chief of Medical Staff and Emergency Department Medical Director at various hospitals throughout the Seton health care system. He currently serves as a member of the Seton board of trustees, and is also a member of the board of directors of the Seton/UT Southwestern Physician Group, which employs the academic faculty.

A graduate of Gustavus Adolphus College, Dr. Ziebell earned his medical degree from the University of Minnesota in 1990 and completed his residency at William Beaumont Hospital in Royal Oak, Michigan.

In addition to his clinical roles, Dr. Ziebell serves as President and Executive Director for Hospital Physicians in Clinical Research (HPCR). He has been an investigator for a number of federal research projects and is a frequent lecturer on matters of emergency medicine and trauma care. Since 2008, he has been an adjunct professor for the University of Texas Medical Branch; he has also taught at Ball State University and Butler University.

Dr. Ziebell’s honors include the Austin Business Journal HealthCare Heroes Award (2011), the Emergency Service Partners Iny (Innovation) Award (2008), and the Texas Medical Foundation HealthCare Quality Improvement Award (2006, 2007).
